The development of E-government was discussed in the Ministry of Communication and Information of the Republic of Kazakhstan

On 6th June the working conference concerning development of “electronic government» and electronic services of the state bodies and commercial sector has taken a place in the Ministry of Communication and Information of the Republic of Kazakhstan.

The Responsible Secretary of the Ministry of Communication and Information of the Republic of Kazakhstan Kairat Absattarov, a chairman of the board of JSC «National Information Technologies» Bikesh Kurmangaliyeva, the deputy chairman of the board of JSC «National Information Technologies» Ruslan Yensebayev, representatives of the Ministry of Justice of the Republic of Kazakhstan, Ministry of Economic Development and Trade of the Republic of Kazakhstan, Ministry of Labor and Population Social Protection of the Republic of Kazakhstan, Ministry of Internal Affairs of the Republic of Kazakhstan, Land Resources Agency of the Republic of Kazakhstan and Tax Committee of the Ministry of Finance of the Republic of Kazakhstan, and also representatives of commercial sector have participated in this conference.

Improvement of electronic state services is a priority direction in implementation of the Branch program for Information and Communications Development during 2010-2014, within the limits of this program, in 2010-2014 the quantity of “electronic government» services will be increased: about half of all socially-significant state services will be transformed into electronic form. The Responsible Secretary of the Ministry of Communication and Information of the Republic of Kazakhstan Kairat Absattarov has emphasized in his speech, that «Electronic services range, rendered by portal to the population, is increased daily. Currently, we are simplifying the procedure of e-services in order each Kazakhstan citizen with minimum level of computer knowledge will be able to use electronic service».

Currently, 59 services and interactive services are provided for population and business in the portal. As the chairman of the board of JSC “National Information Technologies” Ruslan Yesenbayev said, 10 more state services, which include payment of penalties for violation of traffic regulations and submission of application for driver’s licence replacement are planned to be introduced by the end of this year.

Besides, from 17th of May all certificates about registered real estate rights are issued exclusively in electronic form. This measure, undertaken by the Ministry of Communication and Information of the Republic of Kazakhstan together with the Ministry of Justice of the Republic of Kazakhstan, shows its efficiency already: from 17th of May already more than 30 thousand of certificates have been issued. At the former traditional approach, the issuance of real estate certificates would be not so efficient.

Within the limits of the conference, the participants also have considered a technique for monitoring of electronic state services during current period and have discussed the basic directions for their introduction and providence by state agencies.

Following the results of the conference, the participants have approved the section «Development of Electronic Services and «Electronic Government» of the Branch Program for Development of Information and Communication Technologies. Also the measures on automation and introduction of electronic services have been taken.
