Initiatives of e-government - 2009
The world crisis and development of IT in Kazakhstan, e-government and implementation of 3G technology when our country will achieve the level of the USA and Finland in the sphere of IT as well as prospects of transferring of military frequencies to civil circulation. These matters and statements, opinions and discontents were expressed the day before in the capital on the IV International conference “Initiatives of e-government – 2009”.
Conference on e-government development is already held in Kazakhstan for fourth time. Search and elimination of e-government work’s shortcomings which are by the way quite a few, matters of decrease of information inequality, tendencies and trends of IT-branch as well as exchange of experience – all of this is the past arrangements. Pursuant to the speech of Kuanyshbek Yessekeyev, the chairman of Informatization and communication agency at the conference, it becomes clear – everything here is excellent. «The mission of wide implementation of IT in Kazakhstan has been performed. Nowadays the most of the country’s citizens actively use mobile communication and Internet. We have overthrown all state structures, due to two platforms and interactive communication each structure now understands that it is impossible to advance further without Internet and answers to questions of Internet users. I consider we have achieved the main aim – revolutionary mission of that the people use IT».
The head of the cabinet council Karim Massimov expressed his opinion to the question about number of Internet users: «In the nearest 2–3 years we need to make high-quality work. The last population census showed that 55% of people can use computer, theoretically 1 million 200 men are connected to Internet — it is 12,5%. Negligibly small number», — he said.
Both officials agree with that Kazakhstan has achieved much in the IT sphere, but it needs to develop further in the same direction, maintaining its pace. «Kazakhstan, with its ambitious tasks, cannot be behind the world process of the XXI century the chief trend of which became electronic economy», - says the chairman of the ICA. «In spite of that the world financial crisis forces to direct main powers to solution of urgent economic problems; development of IT in Kazakhstan must remain among priority directions. Delay or suspension on this way may throw our country off. Moreover, advancement of the sphere and entering the list of the most IT-developed states is the primary task of our republic»,- noted the Prime-Minister Karim Massimov. Development of e-government per se is a priority task of our country. «There are opinions that nowadays it is necessary to solve urgent economic problems and then use e-government, — emphasized the Prime-Minister. — But it is short-sighted point of view. If we do not pay attention to IT development, it will throw our country far away, and not only in the IT-sphere». Mr.Yessekeyev in his report told about achievements in the sphere of implementation of electronic document management and Internet-portal of state structures. Improvement of electronic Government Purchases, e-licensing, e-akimat, payment gateway, web-portal of “e-government” systems is first-priority.
The Prime-Minister told also that «at the present time 55% of Kazakhstani people live in the Russian informational space». In connection with it he noted that «we must have our own internal content both in the sphere of Internet and in the sphere of TV and mass media in order to struggle for the Russian audience». For performing this task K.Massimov entrusted the Ministry of culture and information and the RK Information and communication agency with joining their efforts.
Within the limits of the conference an award presentation of winners of the competition “Initiatives of e-government – 2009” was held.
