Representatives of the company «NAT Kazakhstan» JSC took part in the meeting with students of Trade and Economic College of Kazpotrebsoyuz.

At this event students were provided the opportunity to ask convoked IT Experts any questions. It was natural, that one of most burning topics for youth became issue of novelties in the world of IT technologies.

Experts of the company provided detailed information on their solutions, demonstrated own company products to the students and told about new trends in IT Branch.

Special attention of the students was attracted by “Nomad” monitoring system for mobile objects. According to teachers and students of the college, similar events not only stimulate young people to more intensive acquiring of knowledge, but also allow students to receive answers many questions concerning development in the sphere of information technology.

The event was delivered by «National Innovative Fund» JSC with support of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.

The exhibition and forum is a unique place for business dialogue of all participants of innovative activity, from science and education to investors and representatives of institutes of innovative development. As a rule, during these actions it is possible to learn about the last novelties and to discuss new trends in technological development.

Representatives of the Government, local executive power, heads of national holding companies, national companies, institutes for development, scientific research institutes, higher educational institutions, representatives of Kazakhstan business, innovative entrepreneurs, international experts, existing and potential foreign partners, and representatives of local mass-media became participants of the Forum.

The best innovative projects were collected from all areas of the country according to the request of the Head of the State. They have passed hard selection. More than 500 applications have been submitted during two and a half months. About 11 applications fell for one selected project. The greatest quantity of innovative ideas falls to metallurgy, transport, power, and agriculture.

«NАТ Kazakhstan» JSC took part in this competition in nomination «Commercialization of domestic technologies» and submitted “Automated “Nomad” monitoring system for mobile objects” project for the exhibition.

In the exposition of the exhibition the company demonstrated the project and visitors of the exhibition could familiarize with operation of this system in real-time mode and evaluate its unique possibilities and advantages on their merits.

The domestic IT Company «NАТ Kazakhstan» JSC has concluded the agreement for strategic partnership with the advanced instrument-making enterprise of «Izhevsk Radio Plant» JSC .

Main objective of this cooperation is joint replenishment of IT mutual solutions and their market promotion in Kazakhstan and Russia.

На рынке информационных технологий Казахстана наблюдаются рост и низкая диверсификация. Главным образом отрасль представлена дистрибуцией и поставками «железа» и софта.

Развитие информационных технологий и расширение сферы их применения приводят к росту IT-отрасли во всем мире. IT-рынок Казахстана не исключение. Подтверждением тому являются результаты нашего второго рейтинга ведущих казахстанских IT-компаний. Суммарный доход фирм, предоставивших данные для нынешнего списка (а это примерно треть от общего объема IT-рынка) увеличился за последний год на 20% и составил 30,1 млрд тенге. Более наглядно тренд роста подтверждается аналитикой компании IDC,согласно которой объем казахстанского IT-рынка в 2010 году увеличился на 31% до 114,9 млрд тенге против 86,4 млрд тенге годом ранее.[1]

Подобная динамика наблюдается и в России, где прирост общей выручки крупнейших IT-компаний за 2010 год достиг 28% (см. www.raexpert.ru). Схожи и движущие силы роста рынков. Увеличение доходов IT-компаний связано с восстановлением экономики, а восстановление интереса к информационным технологиям подкреплено их повсеместностью в бизнес-процессах, госуправлении и повседневной жизни людей.

Однако структуры спроса различаются. Если в России рост обеспечивают несколько факторов, основной из которых – спрос на IT-услуги – активизирует другие IT-сегменты, то IT-отрасль Казахстана растет в большей степени за счет дистрибуции и поставок аппаратного и программного обеспечения (ПО). В этих сегментах сосредоточена практически вся выручка казахстанских IT-фирм.

Поставщики «железного счастья»
Для фирм – участниц нашего рейтинга дистрибуция и поставки оборудования и ПО в рамках интеграционных проектов являются основным источником доходов. Суммарно на распространении и поставках ПО в 2010 году они заработали 23,8 млрд тенге (доля дистрибуции – 66%, поставок – 34%) или 79% общей выручки. Объем дистрибуции и поставок на 99% формируют лидеры списка: «Логиком», Universal Business Systems Establishment и НАТ Казахстан. В свою очередь, расчеты IDC по всему IT-рынку также показывают, что большая часть доходов приходится на дистрибуцию и поставки. Так, согласно данным IDC, доля этих двух сегментов в 2010 году составила 85% от суммарной выручки IT-компаний, работающих в Казахстане.

Успех этих направлений IT-деятельности обусловлен отложенным спросом на технику и автоматизацию. Во время кризиса корпоративный сектор и домохозяйства не спешили обновлять компьютерную периферию, однако с ростом доходов спрос на IT-продукцию возобновился. «Рынок клиентов еще не удовлетворил свои потребности в аппаратном обеспечении. Установка IT-оборудования и создание решений с преобладанием доли «железа» – это фундамент. В дальнейшем на его основе строятся информационные системы», – поясняет президент группы «Астерос» Михаил Эренбург.

Дополнительный вес сегменту придают IT-услуги (консалтинг, интеграция, поддержка и обучение), которые сопровождают проекты поставок и учитываются вместе с ними. По мнению игроков рынка, менталитет экономики таков, что материальные активы обладают большей стоимостью, чем нематериальные. Поэтому считается, что автоматизация должна сопровождаться крупными поставками оборудования.

Микросегменты
IT-услуги. В структуре доходов участников рейтинга на сегмент услуг в 2010 году приходится 5% или 1,536 млрд тенге (из них 73% составляют доходы от технической поддержки, 19% – консалтинга, 7% – интеграции и 1% – обучения). Невелик данный сегмент и по данным IDC – 8% от общей структуры рынка. Причин тому несколько.

Во-первых, как уже сказано, это – интеграционные проекты, в которых доходы от услуг и поставок не разделяются участниками рынка, поэтому прирост выручки по ним не влияет на увеличение сегмента IT-услуг.

Во-вторых, большую роль играет снижение числа национальных IT-компаний среди участников проектов интеграции. Так, по данным Ассоциации IT-компаний, за последние десять лет доля казахстанского содержания в IT-проектах снизилась с 20% до 3%.

Впрочем, эти факторы не говорят о том, что спрос на IT-услуги в Казахстане отсутствует. Организации, уже вставшие на путь развития информационных систем в своей деятельности, возобновляют инвестиции в совершенствование и поддержку своей инфраструктуры. Активными потребителями услуг являются организации госсектора, банковские институты, а также предприятия нефтегазовой и транспортной отраслей.

Так, госучреждения в большей степени нацелены на упорядочивание работы своих ведомств и повышение их быстродействия. Корпоративный сектор интересуется способами повышения эффективности деятельности. Например, востребованы проекты по построению контакт-центров.

«Наша компания делала call-центры для банков БТА и «Цесна-банк». Весомая отдача, получаемая заказчиками, заключается в решении сразу двух актуальных задач. С одной стороны банки предоставляют более качественный сервис своим клиентам, а с другой – снижают операционные затраты на клиентское обслуживание», – делится опытом Михаил Эренбург. К числу последних трендов относится также внимание клиентов к информационной безопасности.

Производство оборудования и разработка ПО. Сегодня в Казахстане эти два направления не особо популярны: в первом секторе мало игроков, а во втором – низкие доходы. По нашим данным, доля доходов от производства оборудования в 2010 году составляет 12% от суммарной выручки участников рейтинга (3,7 млрд тенге). Однако похвастаться производством компьютеров могут немногие казахстанские фирмы. В нашем рейтинге вся выручка этого сегмента приходится на одну компанию – лидера списка – «Логиком», которая занимается сборкой компьютеров. Такая концентрация отчасти обусловлена законодательством Республики Казахстан, согласно которому по причине отсутствия в собираемых ПК комплектующих казахстанского производства сборщики не подпадают под определение «отечественный производитель».

Совершенно другая картина наблюдается в сегменте разработки программ и приложений. Если судить по рейтингу, то в разработке ПО занято больше фирм, чем в производстве оборудования. Впрочем, выручка здесь невелика – 794,2 млн тенге или 3% от суммарного дохода участников списка по итогам 2010 года. Что касается IT-рынка в целом, то, по данным IDC, в его общей структуре доля разработки ПО составляет 7%.

Среди причин невысокого спроса на продукцию отечественных разработчиков ПО участники рейтинга называют недоверие заказчиков. Клиент делает выбор в пользу разработчиков с известным именем и высокой репутацией, а значит потребность заказчиков в ПО удовлетворяется главным образом офисами российских или иностранных фирм. Таким образом, отечественным IТ-компаниям остается простой и надежный путь – заниматься дистрибуцией готовых программ и техники мировых брендов с дальнейшей перспективой оказания услуг адаптации и поддержки. В свою очередь, спрос на иностранную продукцию снова приводит к росту лишь сегмента дистрибуции и поставок.

Проблемы диверсификации
Объяснений низкой диверсификации рынка немало. Например, президент Казахстанской ассоциации IT-компаний Нурлан Исин обращает внимание на неграмотное планирование затрат на информатизацию и отсутствие должного госконтроля в IT-сфере. «До недавнего времени IT не выделялись в отдельную отрасль экономики, поэтому не принимались программы по увеличению финансирования IT-сектора, не поддерживалось формирование гармоничной структуры IT-рынка», – говорит г-н Исин.

Нынешнее положение вещей является и следствием низкой доли национальных компаний в IT-секторе. По оценкам участников рынка, на долю иностранных и российских фирм приходится большая часть казахстанского IT-рынка, а следовательно и большая часть выручки. Развивать свои разработки в такой среде сложно, поэтому казахстанские компании предпочитают придерживаться направлений, не отличающихся трудоемкостью. Необходимо также отметить, что для развития IT-сегментов нужны человеческие ресурсы. Участники рынка утверждают, что дефицит специалистов стал настоящей проблемой IT-сектора. Эта ситуация усугубляется отсутствием базы для подготовки кадров и слабым уровнем вузовских программ в области разработки и внедрения IT-систем. Единственный выход на сегодняшний день - подготовка специалистов в собственном штате.

Негативный фон создает и монополизация перспективного для IT-фирм поля госзакупок. «Попытка монополизации рынка государственных закупок является существенным фактором замедления развития. Сегодня рассматриваются варианты распределения заказов госорганов и национальных компаний без применения рыночных и конкурентных процедур. Более того, такие механизмы уже работают для национальных операторов IT-сферы», – делится председатель правления НАТ Казахстан Сергей Ежков, по мнению которого это может отразиться на конкурентоспособности IT-сектора. «Компании с основной долей госзаказов начинают повышать оклады и скупать специалистов. Из-за этого остальные участники рынка вынуждены повышать зарплаты, увеличивая тем самым себестоимость работ», – сетует г-н Ежков.

В этой связи IT-сообщество считает, что государство должно уделять больше внимания отрасли. Так, контроль за IT-сектором может ограничить доступ иностранных фирм и дать возможность локальным разработчикам укрепить свои позиции, и наоборот, отсутствие законодательной поддержки может стопорить развитие конкурентоспособной продукции.

Господдержка для айтишников
Впрочем, государство уже делает первые шаги по поддержке IT-отрасли, чтобы не допустить вытеснения казахстанских фирм иностранными конкурентами. Так, в 2010 году было создано отраслевое министерство, принята программа развития ИКТ на 2010-2014 годы, призванная обеспечить формирование квалифицированного корпуса отечественных IT-предприятий. Уже предпринята попытка развития IT-сектора через создание свободной экономической зоны «Парк информационных технологий».

Для улучшения сложившейся ситуации, по словам Сергея Ежкова, важным стало намерение правительства простимулировать инвестиционную и инновационную активность в IT-сфере и увеличить долю казахстанского содержания в государственных IT-проектах. На сегодняшний день самым масштабным проектом является «электронное правительство». Еще один из таких глобальных проектов – правительственная идея выпуска планшетных компьютеров для обеспечения школ.

Конечно, государственные инициативы поддержки IT-сектора – позитивный знак, но его будущее зависит и от IT-фирм. «От компаний требуется дальнейшая работа по наращиванию потенциала, повышению квалификации специалистов, формированию базового корпуса отечественных IT-предприятий», – говорит Нурлан Исин.

Очевидно, что, кроме развития своего кадрового потенциала, участникам IT-сектора необходимо прилагать усилия по совершенствованию организационно-правового поля. В перспективе IT-сектор должен стать достойной опорой для государства.

From 1^st to 3^d of November, 2011, the 7 ^th International Scientific Conference “Software Development, 2011″ was held in Moscow (see http://www.secr.ru/lang/ru-ru/home/secr2011/), where JSC “NAT Kazakhstan” took part. . In addition to numerous reports related to technology for software development, a series of demonstrations on the application of agile management in a corporate environment was presented. The 2nd and 3d days of the conference were of particular interest in the area of the review of management practices, when basic tools for AGILE enterprises were considered. At the panel discussion «SCRUM, KANBAN, extreme programming … How do I choose?” the advantages of each management method in the specific business situations that arise within the organization were demonstrated visually.

The speaking with plenary report by Jeff Sutherland, one of the founders of the methodology of Scrum (Scrum), was the big event at the conference. For the current day Scrum is the leading approach to agile software worldwide, and is used by industry leaders to achieve a dominant position in its field.

Monitoring system is meant for organization of control and management of guards and fire, environmental, technological situation and provision with control of stationary and mobile objects (first aid, fire, emergency, on-duty, encashment and other services). When controlling mobile objects, their coordinates, speed and direction of moving are determined. Location of stationary and mobile objects is shown on an electronic map. On the basis of the system there are formed multi-level unified duty and dispatch services (UDDS) consisting of closely interrelating municipal, district, regional and republican terminals of the ESM, MIA, KVV, etc. It may be used for formation and backup of a rescue service like 911.

The monitoring system is formed on the basis of present-day hardware based on integration of the technologies of satellite navigation GPS, mobile communication (ultrashort waves, cellular standard GSM, CDMA) and geoinformation systems (GIS).

The system allows a duty operator to get at any time the data about what condition is an object controlled in (“Norm”, “Emergency”, “Alarm”, “Guarding”, “Attack”, etc), to determine its location and by alert to send the nearest reaction service.

Architecture of the system

Architecture of the system includes three main components: mobile and stationary objects, monitoring centre and remote users.

Mobile object: sea, railway, motor transport, foot patrol, people.

Stationary object: warehouses, armory rooms, harmful (hazardous) productions, heat stations, power substations and transmission facilities, refuelling stations, gas, oil pipelines and reservoirs, objects of mass concourse and community facilities, dwelling and other objects.

Monitoring centre: «Dispatching office» fit out with equipment using different communications channels (ultrashort waves, GSM, Internet) and with personal computer. Controlling and monitoring software is on a personal computer of the Duty operator, and signals containing information about condition of an object, its location, etc are received by one of communications channels.

Remote users: different duty and dispatch services («01», «02», «03», «04», «051»), search and rescue services, guarding enterprises, etc)

Functions of software

The monitoring system is meant for servicing of data transmission systems formed with the use of different communications channels and automation of work of dispatchers of duty services. Bundled software processes information received from receivers, retransmitters, GPS/GSM controllers, marks out alert messages and keeps databases. The system includes geoinformation system (GIS) in the form of electronic map, software module of automated workplace (AWP) of duty service’s operator and software modules of data communication channels.

The system enables to control in one software module the condition of mobile and stationary objects using an electronic map. It allows a dispatcher when getting an alert from an object to determine what reaction service is the nearest to the object, at that minimizing the time of reaction.

Bundled software provides with the following:

• maintenance of database of the current events and indication of date, time, number of an object and number of event happened;

• maintenance of database of the last 500 000 events and indication of date, time, number of an object and number of event happened;

• maintenance of database of objects and users;

• tracing of events at objects and display of information to an operator;

• editing of database of objects and users;

• search and printing of events from the current events database on demand of operator;

• control of condition of equipment installed at object;

• formation of reports and analytics on the basis of database events and demands.
